And I shall appoint a place for My people Israel, and they will dwell in their own place, etc. not as it was in the days of Saul, when Saul was slain and Israel fled, and the Philistines settled in their place.

and the wicked people will no longer afflict them - Heb. לְבַלְּתוֹ like לְעַנּוֹתוֹ (II Sam. 7:10).
